This report looks at 2021 state policy landscapes, progress, and wins of early childhood advocates on issue areas including infant and child health, financing, workforce, racial equity, kindergarten through third grade, family economic security, and others. Estimated FY2021 state general fund expenditures, percentage of children 0-8 in low-income households by race, Alliance grantee priorities, influencing of federal COVID relief funds, political party alignment, and sustained advocacy campaigns are indicated where available for each state.
